Young Women's Programme

The Young Women's Programme aims to provide safe and affordable short to medium term accommodation for young women 16-25 years of age who are homeless, at imminent risk of homelessness or who need transitional support in becoming independent. The Programme specialises in accommodating and supporting pregnant young women with their babies.

To be considered for the Wearne or Variety Units, the young woman must be currently leaving the care of the Department for Child Protection and Family Support (CPFS) or have previously been in the Department's care. 

The Young Women’s Programme currently operates from three different sites - the  refurbished Penny Jones House in Kewdale and the Variety Units and Wearne Homes in Armadale. Penny Jones House reopened in May 2009 after extensive refurbishments made available through generous donations from a benefactor and the Rotary Club of Belmont. The house accommodates four young women, with or without babies and infants. A full time coordinator lives on site and supports the young women in their efforts to become ready to live completely independently.  Penny Jones House is a specialist homeslessness service for young people and is funded by CPFS through the National Affordable Housing Agreement.

The Variety Units opened in October 2008 through the generous financial support of Variety WA. The Programme consists of four units which can each  accommodate two young mothers and their babies or three single young women. This programme is partly funded by CPFS and a financial contribution towards meeting the young women's costsis required.  A full time coordinator lives in one of thee Units and is available to support the young women in living semi-independently. The young women are responsible for running a household, rent and sharing the payment of utility bills.

The Wearne Homes opened in December 2009 through the financial support of the Wearne Trust.   Like the Variety Units, the Wearne Units are partly funded by CPFS and a financial contribution towards meeting the young women's costs is required. A full time coordinator lives in one of thee Units and is available to support the young women in living semi-independently. The young women are responsible for running a household, rent and sharing the payment of utility bills.

During their stay at the Young Women’s Programme, the young women are provided with a casework support service to assist with goal setting and addressing any issues that might impact on functioning as an individual and/or mother. The primary goal is to work with the young women until they are able to return home or, where appropriate, move to more stable long term accommodation. Young women accepted into the Programme, are required to have a day programme, that is, to be enrolled in an education, training or employment situation. The Programme case worker is able to offer support to establish this.

In addition, the Programme offers support and education with assisting mothers to further develop their parenting skills and to further develop independent living skills including budgeting, cooking, cleaning and contributing to a shared household. The Young Women's Programme accepts self referral, referrals from family and/or professionals involved with the young women. The Programme is a voluntary programme and the staff will not accept any statutory supervision of young people or infants. Staff will assist and support young women and inexperienced mothers, creating an environment that is positive for all.
